Affordable Housing Programs


The Neighborhood Preservation Division has several user-friendly programs designed to assist income-qualified households. Please contact us for more information and current program availability.

Rehabilitation/Home Improvement Programs

Affordable Rental Programs
The owners of the apartment developments listed in the attached link have committed to providing “affordable” rental units within each complex. Each project has specific maximum income guidelines – generally, eligible households earn between 30% and 120% of the current area median income.

Neighborhood Stabilization Program (NSP)
The City of Moreno Valley has been allocated funds to implement an Neighborhood Stabilization Program (NSP) aimed at assisting the City's areas most affected by abandoned and foreclosed homes.

Homelessness Prevention and Rapid Re-Housing (HPRP) Program
On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA), which includes $1.5 billion for the Homelessness Prevention and Rapid Re-Housing Program (HPRP). The City has received an allocation of $732,872 to establish a homelessness prevention program that assists households that could otherwise become homeless or rapidly re-house those who are homeless or at risk of homelessness. The City of Moreno Valley is now offering the HPRP for families who are facing a temporary housing crisis due to a decrease in income or other hardship. The Homeless Prevention and Rapid Re-housing Program (HPRP) is available to income-eligible families who have the ability to become self-sufficient in a short period of time. Services available include rental assistance, security deposits, utility assistance, legal assistance related to eviction proceedings, and motel vouchers. Affordable Housing Database (AB987)

The Affordable Housing Database Worksheet has been published for public viewing in accordance with requirements set forth by Assembly Bill 987. This database contains required information on owner-occupied and rental units developed or substantially rehabilitated with Low and Moderate-Income Housing Funds. As required, this list is updated once annually and shall exclude the listings of units reserved for victims of domestic violence.

The Housing Element is a state-mandated program that is designed to expand housing opportunities for all households.
