General Film Permit Questions
Do I need a film permit in Moreno Valley?
More than likely you do. Any filming that occurs within the City of Moreno Valley requires a film permit. The only exceptions are:
- News Media
- Family or personal use video
- Charitable Films that qualify under Section 501 (c) (3) of the IRS Code.
- Still Photographers
- Student Films
- Public, Education, or Government Access Films
- Studio Films where filming activities are conducted at a studio with a current Certificate of Occupancy and Business License.
The above groups are NOT exempt from safety and health regulations.
How do I get a film permit?
First, you need to apply for one. We try to make it as easy as possible for you to get a film permit. The fastest way is to apply online at www.moreno-valley.ca.us/film. You can also download the permit forms and fax them in, mail them in, or bring them by the Film Office in person. If you have any difficulties with the Web site, call us at 951.413.3053 and we’ll send you the application.
How long does it take for my application to be reviewed?
The turn around time depends on the complexity of the filming requested. Generally it takes 48 hours. Factors that could increase the review time include complicated filming, gunfire, special effects, posting of No Parking, Intermittent Traffic Control (ITC), or road closures. However if you have a very simple shoot, it may take less time.
Do I need a separate permit for every location?
You can put up to 10 locations (over a time period of up to 2 weeks) on one permit.
How much are fees related to Filming in Moreno Valley?
Fees below are based on the fiscal year 2007-08 fee table.
Film Permit Fee: $393.00
Business License Fee: $57.00
Fire Inspection Fee: $146.00
Road Encroachment Permit Fee $80.00
Police Department Extra Duty Overtime Rate: $63.09/hr
Fire Safety Officer Rates: $89.00/hr (7:30 a.m. – 5:30 p.m.)
$159.00/hr all other times.
I’m a student, is there a discount?
Students and charitable organizations may be exempt from the initial permit fee, but not any safety and/or road use fees. Contact the film office if you have any questions.
How does posting of “No Parking” work?
If you need to park production equipment or vehicles in zones that won’t permit it, temporary “No Parking” signs must be posted. However you may not put up “No Parking” signs for cast/crew parking. Production is responsible for posting signs 48 hours prior to it being effective. If the signs aren’t up 48 hours before, the signs are NOT enforceable. City staff will inspect to ensure everything is posted properly. Materials for posting are not available at the Film Office. They can be purchased at a traffic control company or you may hire a service to do it for you. Some permit processing companies will provide the service.
What is required for ITC (Intermittent Traffic Control)?
ITC is allowed on roadways upon request in the permit application. It is limited to two (2) minutes at a time. Production companies are required to use Moreno Valley Police Officers for any filming requiring ITC. The Production Company is responsible for requesting and paying of the required officer(s). How do I close traffic lanes?
Various streets and roads may be closed to through traffic for filming. A detailed traffic plan must be submitted prior to the permit being approved. Consideration is given to the activity, type of road, volume of traffic, day and time of request, and other factors in determining the feasibility of the closure. Advance warning signs and all other traffic control devices for approved closures must conform to the California State Department of Transportation W.A.T.C.H. manual. Production companies are required to use Moreno Valley Police Officers for traffic control.
Anything else?
After filming has completed, the Moreno Valley Film Office may send a Final Production Report to the Production Company. We use this report to assess the economic impact of production in Moreno Valley. The report gauges how much money was spent locally and the number of filming days.
