Sunnymead Boulevard Improvements

The Sunnymead Boulevard project is improving infrastructure and enhancing the aesthetics of Moreno Valley’s first commercial area and original Highway 60. The long-term goal is to increase economic activity and cultivate a positive City image. The project involves the design and reconstruction of Sunnymead Boulevard, which spans two miles and covers 250-acres from Frederick Street to Perris Boulevard.

As the Sunnymead Boulevard improvements come to completion, Moreno Valley residents will enjoy decorative paving, landscaping, monument signs, banners, street furniture, driveway consolidation, curb/gutter, and sidewalk improvements.

Earlier this year, Eastern Municipal Water District (EMWD) completed their own, separately funded, pipeline replacement project intended to replace leaking pipelines and increase water pressure. Aside from the new pipeline, 35 fire hydrants and 110 residential and commercial meters were replaced with new. EMWD’s work completed the first phase of the Sunnymead Boulevard’s renovation project.

Completed improvements include: 

• New, six-foot wide colored sidewalk (including where sidewalk was missing)    
• Over 200 palm trees planted along the Boulevard 
• Colored concrete at intersections and crosswalks
• New bus shelters with matching benches and trash receptacles
• Planter areas between Indian and Heacock

Improvements under construction as part of Phase Three are:

• Colored pavement in the center turn lane
• Medians at the intersections to improve traffic safety
• Monument signs in select locations
• Gateway arch at the Frederick Street entrance to Sunnymead Boulevard
• Themed banner program

The intent of the improvements is to upgrade aged infrastructure, add a “downtown” character to the Boulevard, and establish a “Village Center” between Heacock and Indian Streets. The project is also meant to provide an economic boost to the Boulevard.

Businesses to Remain Open During Construction

The City is working to minimize disruptions to the area businesses and residents.  The construction will not require any businesses to close, and there will be at least one lane of traffic open in each direction at all times. Bus lines and mail delivery will continue to operate normally. 

Sequencing and Traffic Control

To help minimize disruption, construction during Phases 1 and 2 were completed in half mile sections. The sections began at the Frederick end of the Boulevard. and progressed easterly toward Perris Boulevard. Sections were: Frederick Street to Graham Street, Graham Street to Heacock Street, Heacock Street to IndianStreet, and Indian Street to Perris Boulevard.

During Phase 3, construction will be continuous in efforts to complete the remaining improvements as quickly as possible. Intersections were completed in quadrants, meaning only one corner of any individual intersection was under construction at any given time.

For pedestrian/vehicular safety and that of the construction crew, traffic control measures have been installed. Traffic control is temporary and will be lifted as specific portions of the work are completed. The City will be constantly assessing and improving the traffic control especially where concerns arise.

The project is 2 miles in length. Colors depict each ½ mile stretch.

The schedule below lists anticipated start dates for each phase of this project.  This schedule is subject to change without notice.

1. Construction will be continuous in efforts to complete the remaining improvements as quickly as possible.
2. Landscaping within the medians will be completed by January 2010.
3. Gateway Entry Arch near Frederick will be completed by January 2010.
4. Slurry seal for the entire Boulevard will be completed by January 2010.
