Americans with Disabilities Act (ADA)

The City of Moreno Valley is dedicated to ensuring that all City programs, services, benefits, activities and facilities operated or funded by the City are fully accessible to and usable by people with disabilities.

This section focuses on the ADA requirements within the Public Right-of-Way and the City's Public Right of-Way Access Americans with Disabilities Act (ADA) Transition Plan. The City's Public Works Department administers the implementation of ADA Standards and upgrades to meet ADA requirements under the State and Federal law and in accordance with the City's adopted " Public Right of-Way Access Americans with Disabilities Act (ADA) Transition Plan". This plan is an extension of the City's 1995 ADA Transition Plans.

The Risk Management Department oversees the implementation and local enforcement of the City's obligations under the City's (1995) Americans with Disabilities Act (ADA) Transition Plan and other federal and state disability civil rights laws and accessibility laws.

Compliance with the American’s with Disabilities Act (ADA)

The Americans with Disabilities Act (ADA) is a civil rights law mandating equal opportunity for individuals with disabilities. The ADA prohibits discrimination in access to public facilities, among other things. In compliance with the ADA, the City of Moreno Valley is in the process of updating its ADA Self Evaluation and Transition Plan to ensure that its facilities within the public right of way, are accessible to people with disabilities.

  Accommodation Requests

To ensure that communications with participants and members of the public with disabilities are as effective, the City of Moreno Valley provides appropriate auxiliary aids and services whenever necessary for those individuals who have hearing, sight or speech impairments, unless to do so would result in a fundamental alteration of its programs or an undue administrative or financial burden. In determining what type of auxiliary aid or service is necessary, the City will give consideration to requests of individuals with disabilities.

A person who requires an accommodation, an auxiliary aid or service to participate in a City program, service, or activity, or who requests a modification of policies or procedures, should contact the sponsoring department as far in advance as possible, but no later than two business days before the scheduled event. The best effort to fulfill the request will be made.

In order to provide the greatest opportunity for persons with disabilities to have their needs met, several actions may be initiated by persons with disabilities. By following the established procedures and completing the identified forms, individuals will have specific issues addressed in a timely manner.

Making a Request

Individuals who need a modification or accommodation to a program, service, or activity of the City of Moreno Valley may file a written request for Accommodation and Complaint / Grievance Form with either the City's ADA Coordinator or with the  City’s ADA Administrator.  In addition to requesting modifications or accommodations, individuals should use the same form to request the removal of a physical barrier.

  • If your request is urgent and you need a response from the City immediately, please indicate that in your request and we will do our best to respond as quickly as possible.
  • If your request is not urgent, the City will contact you to acknowledge receipt within two business days after we receive your request.
  • After reviewing the situation, if the City needs time to provide the service or barrier removal that you request, the City will notify you of what action the City proposes and in what time frame.
