City Council

Incorporated in 1984, Moreno Valley is a general law city operating with a Council-Manager form of government.
The policy-making City Council consists of five members, elected by district to serve staggered four-year terms. The Mayor and Mayor Pro Tem are elected by the City Council from its members.
The council appoints the City Manager, who oversees the daily operations of the City.

The City Council has requested a series of discussion topics related to long term financial issues impacting the City’s General Fund. The topics have been scheduled to occur at City Council Study Sessions over the next several months starting in March. The intent is to review and discuss details and related impacts for each issue. Information presented on these topics will be posted on the City’s web site following each presentation at Study Session Presentations - Boards and Commissions
